Heating

I just got my first set-up. Everythings in order, but I just need to figure out the heating. I got a habitat called Lee's Herp Habitat, you can google it or whatever to see how it looks. It's about 15-17 gallons and plastic. I wanted to use heating pads, but I can only use pads for a 5 gallon tank, or so say the manufacters. I have one pad, but I want to know if I'd need two to reach the desired temperature. Any thoughts?

3inch heat tape but only on like 1/4 floor space total of the tank at most.
