I have a male pacman frog about 3 years old, 4" diameter and I've never noticed nuptial pads. I believe the pads only become prominent during the mating season and I've never set the conditions to convince him it was that time. You can't always judge a pacman frog's sex just on size and darkness of the throat. My male has a few light spots on his throat and he's about a female size but I know he's a male because he occasionally calls.
