that's exactly how my common snapper sheds. Every few months or so, he starts looking like he's covered with tiny gray hairs that move with the water current. They can be scrubbed off, but I discovered he doesn't really enjoy that, so I leave it and it eventually drops off. He gets pretty covered and funny looking.
