Since they are totally illegal to collect and unless you have a special permit, why the extra step? Why not enforce the laws on the books and get stricter with the areas that human encroachment, sand buggies, etc, invade the land. Are there not hundreds of thousands of acres of land with Flat tails on them with robust populations.
The status as is is not bad in my opinion, the arguements don't seem to justify this action... Just my opinion.
