Different breeders will have different specimen. The color variations are basically different localities of frilled dragons. NG/New Guinea are grey with a yellow frill color (most common) then you have the aussies which have some red color to them and fetch a much higher price. I know someone who will have aussie babies available in sept/oct if you are willing to wait and they aren't going to be all that expensive considering what they are either. Otherwise you can easily find ads on the classifieds for babies. Coldbloodedcages sells babies too but I'm not sure he has any left.
As cheap as open air cages are, avoid them. It's not even so much the temperature that can be the issue it's the humidity staying in which is virtually impossible. Building a cage is the best way to go price and function wise. Below 70 isn't good for daytime temps and below 65 is no good for night time temps.Building one should range about $200-$300 or less depending how thrifty you are and if you do it from scratch or use an old piece of furniture.
Price will vary depending on quality (CBB vs WC/Farmed), gender (females being more expensive) and locality (NG vs Aussie).
Hope this helped out
