Males are certainly breedable at that size. Under most circumstances a captive bred 26" female pyro is going to be borderline. Size alone doesn't determine breedability, it's kinda a sliding scale with size and age. For example a 2 year old 26" female probably won't even ovulate and even if she does she might have a hard time passing the eggs. Whereas a four year old 26" female will almost certainly ovulate and could probably pass the eggs well, although there is still probably going to be a little more than normal risk of her not passing all the eggs on her own.
Personally I wouldn't recommend breeding any female pyro until it's about 28" or more, combined with being at least 3 years old.
