Increase humidity inside the humide hide or the entire cage if you have extreme low humidity. Soak him in about 1/4" water or less for 15 to 20 minutes everyday until the shed comes off his toes. You can try a wet qtip to help remove the shed once it's loose if he will let you. Do not attempt to remove the shed if it's dry or stuck.
