From my understanding you are free to do what you want with your snake as long as you do not cross state lines. Of course you must still follow any state or local ordinances.
D.C. was referring to a snake that has been permitted for interstate transport for educational purposes. From reading his post I guess that once a snake has been permitted for that purpose it has to remain in its double walled enclosure the rest of its life. So that removing it from the cage outdoors would violate the permit and thus violate Lacey. At least that's what I understood from the original post.
