Depends on state law and if they accept titers as proof of vaccination. There have been a lot of changes in state laws recently regarding this issue. Not all vets know all the changes, so may want to check what is on the books. My state now allows the 3 year rabies vaccine so that helps. I believe they also allow quaranteen and observation for 14 days in dog bite cases.
