Actually budgies seem to produce very well in captivity. If you have too many, remove the nest box, try to change the cage around to distract from mating, do not feed as many soft foods (if you currently are) and shorten daylight hours. Then you can always try rehoming the others if you need to and check out the potential buyers/adopters to make sure they will make good homes.
