I would guess he is also less active. That would be the additional sign of being sick or dehydrated. Lower eating, less activity, and non-basking are the typical symptoms of sick reptiles. Although I think a skin temp of 95 is adequate, as you say, it's better if he got up to 108 or so once in a while. Your basking temps are right. I would take him to an exotics vet right away for a fecal test, x-rays, and blood test. In case he's sick, you want to take action now.
