The permit requirement would be to import or export typhlonectes. The exception would be if your state or other municipality requires a permit, for this you would need to check with the appropriate state or local agency.

Basically what I would recommend is that you do not conduct in commerce with the caecilians as this can bring you into scrutiny of the various agencies.
