How to express scientific time?

When time is expressing Military time for a scientific journal is it customary to write it like this 19:50 hrs or 1950 hrs (without the colons)??

19:50 is the way it should be written. This 24 hour time format is used in much of the world except in the US (which still refuses to conform to the international metric system).
