I use a little betadine and a soft toothbrush. Make sure
you don't get any in the turtles mouth and eyes and make
sure you rinse well. I put a little directly on the shell
and then rub with the toothbrush. Then I rinse well.

I use diluted chlorhexidine & a soft brush.
You can use diluted vinegar, or dilute some baking soda or salt in water.. or just use the brush.
Whatever the case when they feel slimy you know that's a bacterial build up & so it's all about getting that off of them.
I use a dog toothbrush, it's softer than most other brushes I've found.

Here is a wild caught turtle I found with a lot of shell vegetation. I left it alone and it eventually cleared up.
