I have a CWD and he is about a foot long.
I was thinking about getting a new tank and i was wondering could i use like a plastic container with a chicken wire lid if i had everything he needs in the container?

I cant imagine that there is a big enough container to house a waterdragon, let alone how crappy of a cage that would be. (sorry to diss your idea) That is no life a waterdragon should have... reconsider you alternatives.. the absolute bare minimum is a 75 gallon aquarium... and even that is too small in my eyes. You need a large enclosure, these are aboreal creatures, they need alot of time and effort.

but why wouldnt it work if i had every thing i need in there, all the lights, a water dish that he could soak in and a place to climb, and if the container is 2.5'lx2'wx2'h? because im pretty sure that that container is bigger than the one that petco kept him in

Yeah, but lets be realistic here, I dont think its a very adequate cage for him. He is 12" long right now you said, correct? He wont stay that small for very long, and instead of buying higher wattage bulbs and other things for when you need to give him a bigger cage, than I would just give him a bigger enclosure now. Petstores can get away with keeping there lizards in smaller cages, because they wont call that cage "home" for very long. If you have a male, it will reach 3 feet in length, and you need (in my opinion) double the length of the lizard... specially in hieght, 2 ft in hieght is nothing, there is no space for him to move around (or very much) and keeping correct temperatures in there is gonna be hard. Its up to the owners to provide excellent husbandry, because they cant do it themselves, so the choice is yours.

I assume your wd is about a year old. You definitely need something that will maintain the required temps and humidity levels, as well as guages to make sure about that. Plus the size thing, wd's need space to climb.

Right now I suppose you could get away with a 55 gal tank, although you will need something like 5'long, by 6'high eventually, like next year.

If you do not have access to info about wd's that you need, just ask.
