Dry skin on a Sulcata

Hi there,
I have a 10 inch Sulcata that seems to have dry skin around its eyes, top of head, neck and arms. Any thoughts?

does it have a humid hide?

What kind of substrate do you use. I keep mine on 50% coconut coir(bed-a-beast) and 50%sand. I wet the substrate every morning in the winter. It's very dry due to heat coming on all the time. I also keep a humidifier on next to the tort table. This has improved his hydration. Do you soak also?
