Flakey Shell - Spotted Turtle

Why is this turtle's shell so flakey? He seems a little lithargic too. However he still eats very well. Any ideas?

Looks pretty normal to me. Dryed algae and muck. It will shed the plates on the shell soon by the looks of it. You can use a soft brush to clean it up too if you want. Not sure about the lethargic part but if its eating and set up proper try giving it something to chase around like a fast worm or small minnow if it has nothing to do thats what it will do mostly.
