i have noticed the very same thing recently on the belly of my hypomelenastic alligator snapper anybodys input on this will be much appreciated. thanks.....

I would take Gambusia's advice especially if the area looks "raised" or fuzzy. Then it could be some type of fungus. I would keep in mind that if your turtle is hypomelanistic then the skin color is going to look grey or whitish.
