Is there any small adult tegu that can live in a 48" long x 18" wide x 20" tall tank?

Yes there is. Every one that is under 3 months of age can fit in such a cage. Once they are older than that, most need a larger home. By the time they're one year old, none of them can fit in that size cage unless they're dead and stuffed for display. Probably not what you wanted to hear, but that's the way it is with large lizards. You're going to need a much larger cage if you want to care for a tegu.

Important disclaimer: I do not condone, nor do I recommend killing and/or stuffing a lizard for display!!!

I agree, even though mine is more then 3 months old, and only hitting the total length of 20".
I built him a 30 x 15 x 15 w/ hood that he's content in until his next cage is built. I'd say, the cage should be about twice along and the captive but that's just my opinion.
