feeding baby Blue tails

I have several baby blue tails less then 1". Found in MD.

what is the best food for them?

See 'hatchling skinks' below. You might also try flightless fruitflys. You'll have to order them online, which will take time you might not have though. Also, if you use soil bought from outside as a substrate there will be at least a few teeny tinys mixed in with that. Good luck with them.
