Green tank water

Maybe someone here can help. it seems like a constant battle to keep my snapping turtle's water clear ... lately i've had to swap out the water every 2 days or so .. it gets to be a bright green color. grabbed a new filter when it happened twice in a week, but it still happens. i completely take all the water out, scrape the tank with a razor to get any residue off, then clean it with a toothbrush, and it will stay clear for a couple days, but then goes down hill. i clean the filter everyday when i get home from work, but it stil happens. any ideas?

Do you feed him in another container? That helps alot.
