Is it ok to use just large pebbles as terrain for red eye tree frogs since they stay off the ground most of the time? i want to build a water fall and have the terrarium flat bottom style. i want to use that without having to use something like coconut husk on top of it. I just want to avoid a messy clean up when it's time to do so and keep the water from turning muddy so fast.

as long as the gravel is smooth like river rock. it also needs to be big enough so the frogs cant accidetally ingest it.

I completely agree with the river rock, I was going to suggest that as well. I would go with bigger pieces, the size of a quarter or larger would be my choice (it's also easiest with cleaning.)

The river rock also looks great wet, completely different than dry, lots of natural colors.
