Yes, you need a permit. You should refer to the venomOID forum for these types of questions. However, they will more than likely give you a different answer.
Yes, this question does belong in the "venomoid subforum", but I'll answer it anyway...
Surgical procedures do nothing to affect a snake's legal standing as far as the State is concerned...If the snake was venomous at any point in it's life, then a permit is required...no exceptions.
I suppose the rationale here is that if you bred two venomoid snakes together, the young would be "fully loaded"...and seen from that perspective, it makes total sense.
