Can western fence lizards be purchased?

My dad grew up with these lizards in California and wants to know if there is anyway to purchase them. Also, I believe I have seen emerald swifts in the pet stores. Could this be accurate?

Do you live in California now? It is not legal to buy or sell them in the state. I am pretty sure vender's from other states deal with them but if you live here you cant buy one, they are easy to catch anyway.
