white round spots on shell

My turtle's got white round spots just where the new scutes are showing through. His light broke a few days ago so he'd only had sun streaming through the window until I could replace it - I wonder if this lack of usual light caused it. I also gave him flakes for a few days instead of the usual pellets. If it is just air or algae (doesn't look like it) what do I do? Could it be a fungus instead? What can I do to treat in that case?

Has anything changed?

If the spots are under old scutes that are ready to fall off, it could be water between the new scute and the old scute, which will be fine when the old scute sheds.
