It's hard to tell, the picture seems a little blurry to me. Are the scutes shedding? Has this been a constant condition or does it come and go? Does the turtle act sick?

the turtle is in perfect health other than the shell, this has been like this for a year and a half.

When he sheds a scute, does it look like this, or is the color better? Do you use well water? Does you water have lime or an other mineral that might be building up on the shell? If you have city water, do you remove the chlorine?

i dont treat the water at all but i think that it isent the problem.
shell rot is usually a round, local spot. It will actually develop into a pit into the shell. Your turtle really looks like the scutes are discolored. Either by some mineral in the water, or like they are about to shed.
But it is best to take it to a vet, as one can't be sure from a picture!

how do you deal with a rot spot? i think my turlte has one - it's a white pit like you mention and hasn't disappeared after shedding.
