Howdy! I am getting ready to move my torts into a new larger home (they are still only the size of a tennis ball). What sort of substrate is ok for babies? I know hay is ok and that is what I have been using, but I want to try some sort of dirt mix so they can have something in which to dig.

Why not use both? Seriously, use soil with shelters over it in one area away from the basking light. Use hay or nothing on the other end of the enclosure, under the lights in the feeding area.

that is a good idea, but what sort of soil mix do folks use...that is what I was asking.

Half garden soil, half sand, or half garden soil, quarter peat moss, quarter sand.
