Got a problem!

My painted turtle is actin very lathargic. He has all the right temperature gradients. Room to swim, he's probably around 3 inches long, by 2 1/4 inches wide. Just lays at the bottom of his tank in the water lately, or if you take him out and set him on his land under the lamp he just lays there with legs out and head on the ground. Please let me know if I should be worried, and any suggestions on what to do??!?! Thanks everyone!

what are you feeding him? Define proper temps for me
