I have a red ear that has this tan thing hanging out at about mid tail, as it gets longer it seems that over half of whatever it is has turned black and dried up looking. WHAT IS THIS PROBLEMB????? I do not have any Vets around here to address this

That to me also sounds like a prolapsed penis. I had that happen to one of my RES over the summer. If you dont get it urgent care it is most likely the penis is dead and they will have to amputate it. The had to do that to mine but its doing fine now, just as active and normal as it was before just cant breed.
