The photo looks distorted... Is the turtle really that highly-domed?

Anyway, it's a slider. The most plausible candidate for Texas is the red-eared slider (_Trachemys scripta elegans_), although I can't be 100% sure from the photo. We can't totally rule out an introduced non-native without seeing the head.
