I noticed last week that my crestie has a slight bump where the parts are,
is it normal to develop this late? he/she is about 12-13 months
Is that the guy parts im seeing or is that something else?

One year old boys have very noticeable 'bumps' females can have slight bumps in that area but it is more..triangular in shape, boys have two distinct bumps.

i don't have a camera right now, but i have this pic from last week..
kinda hard to tell untill i get my camera back:

mine's very similar to this gecko (in bumb size) mine just a wee bit smaller
still need a better pic, but i have reason to believe youre looking at the vent. if it was a male, there would be something that looks just like testicles on him.
yea i've seen males,
i'll get an actual pic later today
i went to take the pic, and the bumb.. deflated?!
i swear there was one the last week or so, this red thing came out of the vent, and after that there was this bumb i have been talking about.
very odd... im stumped..
might i add he/she is small for her age, very healthy tho
looks like a female to me..
Here is a pic of a Male crested gecko.

and a female crested gecko and male for comparison.

yea i know, i've seen tons of males close up, it was just so weird because the bump was to big to be female, but to small to be male,
it's gone now tho... im so confused as to what that was last week
sounds like it was an infection or partial prolapse. If it doesn't swell up again, shouldn't be any problems. If it does, may be a good idea to see a vet.
