4" turtle law

I know it is illegal to sell turtles under 4" but is it also illegal to own one. I was at a pet store the other day and over heard one of the workers there telling a lady that it was also illegal to own a baby turtle. I was not sure so I figured I would ask those that would know. Thanks for any if. Oh, if it is illegal any idea on the fines. Once again thanks for any info.

At the federal level, it IS LEGAL to have a turtle under 4".

However, each state has its own regulations and laws. In Maryland, for example, you can't have a turtle under 4" without a DNR permit ($25 flat fee per year). In Indiana, it's illegal to have any turtle under 4". In most other states, you're OK with having a baby turtle.
