Is anyone, or can anyone recommend, a rosy boa breeder in Arizona? If so, what localities and/or morphs?

I don't know if the laws have changed, but it used to be illegal to sell native species within the state of AZ. If that is still the case, it may be impossible to find Rosies for sale there.

Contact a local herp society in AZ or maybe the guy who runs the Tucson reptile shows.

The Laws only apply to AZ Native species. Breeding CA localities is perfectly legal.
