I assume you meant to ask if it's ok to "own blind salamanders" where "blind" is an adjective, not a verb. I sincerely hope you don't have plans to get salamanders with eyes and then jab them out...
Anyway, assuming that's not the case, I am not aware of any law that would prevent you from owning such salamanders though many blind salamander species are threatened or endangered in which case you may need federal or state permits to keep them. Any species that is not endangered should be ok but that's as much info as I can give you without knowing which state you live in.

All salamanders are carnivorous. They feed on animal matter that is small enough to swallow whole, not distasteful or toxic, and nutritious enough to be worth eating. That means mostly worms, insects and other invertebrates. Yum yum. 
Blind salamanders mostly live in caves, where the water is usually relatively stable in temperature and most likely cool, very clean and well oxygenated. These conditions are not easy to duplicate in captivity. Unless you are doing research on them, it is best to look for more common salamander species that may require much less care.
