Tough to diagnose without a good photo...and detailed description... You probably know that rapidly growing tortoises sometimes have flakes of skin peeling from the neck and upper legs, is that what you see? If so and otherwise healthy, probably not a problem. I notice this particularly in juvenile "Russians". Good luck, Vic H.
