Horned lizard dominant display

My friend has 4 horned lizards in a large enclosure and one of them head bob all the time at the others and runs up to them and lick the others. The others would try to run away with the tail lifted up. Is this a sign of dominance? Why do the others lifted their tail up when they ran?

I used to have a horned lizard and he did that also It may be a dominance thing. Maybe its also cause there warmed up and active.
