looks like a prolapse to me. If it hasn't gone in on its own by now, move him to a plain cage with damp paper towel so it doesn't dry out or get things stuck to it that could cause irritations. If still not back in on its own by tomorrow, I would take him to a vet.

i agree. Prolapses could be caused by a multitude of things, such as parasites and masses. If it doesn't get better, a vet trip would probably be the best bet for your little guy. A death by prolapse is painful,,and difficult to deal with for both the animal and the owner.
However, if it was just out and he was licking it, that is common. Male cresteds like to show off sometimes.
