My veiled spent yesterday on the floor of its cage. It is very light colored, almost white. It is very lethargic. I tried to get it to drink some water thinking it was dehydrated. It stuck out its tongue and now it will not pull its tongue back into its mouth. I have moved it to a small cage with a wet paper towel substrate to keep the tongue moist. I do not have a vet. I hope it will make it through the night until I can get in touch with a vet. Any advice would be appreciated.

You didn't say how old your chameleon is or if its a male or female.

Its in a lot of trouble from the description you gave of its behavior. If its still alive, it needs a vet NOW if its going to have any chance at all of surviving.
