You are allowed up to five RES in VA. You cannot sell them in state or sell them to out-of-state residents. Same goes for most native species of reptiles (RES are considered "naturalized" and YBS are native). So, you can have five eastern painted, and five YBS, and five RES, and five cooters, etc. I believe that wood turtles and terrapins are considered state endangered or threatened, so the private person can't have one.
There are lots of rescues in VA that have sliders, or could find one for you, so that you wouldn't have to have one shipped. Some rescues don't charge a fee for sliders. Unless you wanted an albino or carmel, and the rescues don't usually have those.
