Could you try baby Guppies?

My current Garter will not eat earthworms, and even seems afraid of them.

I dont have live bearer experience, but I dont even offer my baby corns food until after their first shed, usually a week or so after hatching. The baby garters may still be absorbing nutrients from their egg sacs and just not hungry yet. Wait til they shed, then offer food.

Kevin some of what you stated which regards to corns applies, but garters shed immediately after partition (when they are born) so you don't want to wait untill the next shed to start feeding however it's common that they won't eat the first week, sometimes 2-3 weeks and still will do fine. I usually try feeding mine for the first time at day 5-7, if they don't feed I just try them again in 4-5 days and don't fret to much about it, because the more you harrass them the less likely they will feed on their own, patience is your friend.

I agree about being patient LOL!! I have a hatchling corn that took her first meal this Monday. She hatched the week before July 4th and had shed, but for some reason refused food. Three other holdbacks I kept from two other clutches all took their first meals the day after completing their first sheds. Every snake is different!!
