Do garter snakes(in this case a Plains Garter) in general ever loose the "Let me poop on you" routine?

Yes they will given enough regular handling, most captive bred and born won't ever musk if they are handled right off the bat regularly as babies, however there can be skiddish individuals that will never get over that, and certainly wild caught can be much harder to get over those nerves.
