Spotteds in West Virginia

I was told that it is legal to collect spotteds in WV, if you have a fishing licence. Does anybody know if spotteds are protected in WV?

The West Virginia Department of Natural Resources lists them as “Extremely rare and critically imperiled.” So, no, you can't collect them with ANY license. Your best bet would be to buy one from a breeder. First, though, see if you are even allowed to own one. You may not be.
