Making tortoise pen for cold climate?

Because of unfortunate circumstances, a desert tortoise needs a home and I was wondering if it would be possible to keep one in a cool climate like San Francisco. Right now the tortoise is in San Diego. It is an adult and is very large.

I know that they need warm dry climates and most of the year this will be easy to accomplish, it is just the winters that will be a challenge. If we made a pen with indoor/outdoor areas, heat lamps, burrows, various plants, and a dry protected area from the rain, could we do this?

If so, do you have any reccomendations? Any good websites? And if this were to happen, it would not be for at least 6 months so we have time to build and be extravagant about it. Thanks everyone!

And if you think it would be a bad idea, Im listening as well. I have been rescuing all types of animals for years and only want to give them all the best!
