Hard to tell from the photo, but it looks like Dinodon rufozonatum. It looks rather unhealthy as well.
I went to several zoos in China a few years back and found that (unhealthy reptiles) to be a common situation. The Beijing zoo was better, but not great.

I agree with Chris, it looks to be a very unhealthy Red Banded Odd-tooth Snake. And again, the husbandry and conditions those folks frequently keep animals in are not usually up to the slightly more humane U.S. standards.
