Help with Snake import -Philippines

Urgent help needed.

Am going to establish a reptile park on Guimaras Island, Philippines and would like to know the correct procedure to obtain legal import permits for venemous snakes.
Have received doc's from PAWS Philippines,DENR,BAI and a bit confused at this stage as to where to apply first for permission.

Anybody who can help?
