Is this shell rot and what can I do?

I've had this turtle for 19 years and never seen anything like this, needless to say I'm concerned. My worst fears is that it is shell rot. What do I need to do to fix this?

I should add that the white spots feel hard to the touch with no oozing that I can see.

Do you have a photo of his plastron? I am wondering... since you say the spots are hard, if it can be mineral deposits. That should be obvious if it's on the other side of him.
