Smallest pet box turtle?

Ive been thinking about getting a tort for some time.I dont want anything that gets big.In fact the smaller the better.Since they all look so small at the start(even sulcatas) its hard to know who will stay small.
Im thinking either a local species like a western box turtle(there are always rescues around) or a Russian.Any one know of ones that stay even smaller and are a reasonable price?

Both are great pets and stay small. Tortoises are wonderfull beacuse unlike snakes exibit personality and individualisim!! Boxies are where i got my start and will always have a group of them someware in the world!
