female aggression

i have noticed my tortoises fighting recently, but it is the female who has been starting it, is this a dominance issue or if it isn't then what could it be? she has also been mounting the male as well. and i have noticed the male holding his mouth open but usually it is only when the female starts to harass him, so could it be something with the respitory system or is it a form of body language? also i have noticed missing scales on both tortoises, will they eventually grow back and should i worry about infection? if it helps they are russian tortoises.

I would seperate them if I were you. Russians can be quite territorial and agressive. that's why you don't want to mix them with other tortoises, which you shouldn't anyway.

please excuse the delayed response, some space has opened up so hopefully i can get a bigger enclosure or as you suggested just separate them, thank you for the advice.
