I am building my caimans new enclosures. For the heat lights I was thinking of using outdoor security lights to hold the flood bulbs so I can wall mount. My question is can the be wired to plugs? And would it be safe?

Of course the can, and since they are weatherproof, the humidity won't hurt them.

I use those sockets in my monitor cage.

Follow safe wiring practice, and you will be fine.
