Sure looks like it to me. With that strong prehensile tail and ratsnake shaped head. Cool pic.
Well, depending on where along the river, it is likely far more Gray Rat influence than anything else.

Looks like a Black Rat.
Ratsnakes in that area are generally black like that with the faint indications of a pattern you see in the photo.

Fortunately this snake was in the yard of friends of mine with good sense who thought it was cool and took photos of it.

Nice Gray Rat Judy!.....love those impressive "in-situ" shots coming down out of the tree..
Glad the neighbor didn't whack it with a shovel thinking it was a venomous tree-climbing rattlesnake or something..
